Do people need insurance on a car if they are just practising to drive on it and have a provisional liscense?

I've just received my provisional liscense and was just wondering

  1. You cannot even get insurance unless you have a valid driver's license. If you get in an accident on a learner's permit, then the person who owns the car is the one legally responsible for the repairs. You must have someone at least 21 years of age in the car with you at all times (at leas in the state of Texas) while you have a provsional license.

    Yes you do. and you need someone with a full licence for over 3 years.

    Normally, the car insurance will cover all drivers, as long as there is permission and no laws are being broken (as in, you're meeting any requirements that there be a licensed driver with you, etc.).

    However, some insurance companies will lower rates if (for example) provisional drivers are excluded from coverage. In that case, since there is no insurance coverage while a provisional licensee drives the car, it's illegal to drive it - it's driving without insurance.

    Most States require insurance on any vehicle that is on public roads. A "learner" would be even more of a reason to have it. Since you need a licensed driver with you and are probably using their car, make sure you are covered under their policy.
