Can a contractor in the state of GA hold money from a subcontractor based on an insurance claim?

A framer cut a plumbing line in a house and filed a claim with his insurance along with the General contractor's claim for the same incident. The GC is now holding payment from the subcontractor because nobody's insurance wants to pay.

    Key word in this question is "contract". All claims for any damages done should be contained in the contract between the GC and the sub. The Sub cannot claim both. This is insurance fraud. The GC should take care of the damage and back-charge the sub.
