what is the penalty for a false car insurance card in Arizona?

Depends on the officers jurisdiction.
Was it a city cop, county cop, or (GULPP) highway patrol.
When the insurance doesnt clear, your friend is wide open for both civil and criminal charges. Better not plan on riding anywhere with them in the next couple of years.
