If it is a private hospital YES they can. However, public hospitals that are the regional provider, also known as "Phil Burton" hospitals. The Phil Burton act established that regional public care hospitals cannot turn anyone away based on the ability to pay for care.

Private hospitals definitely can. I don't believe public hospitals are allowed to.

I think the rule is that if someone is in an unstable condition, they have to treat them, but once they stabalize the patient, they can kick them out
