Depends on what state you're in. Some states only reqire that the car be insured. Then you're covered regardless. The most basic insurance is liability which only covers other vehicles or property damaged in an accident that was your fault.

I could be wrong, but I dont even think you can get insured without a full license.

In California the insurance is on the car and you already have to have a licensed driver with you. If you have a car you must have insurance.
