  1. In California, the insurance goes with the car, so if your parents have car insurance, you will be covered if you are driving their car. When you get your license, they should add you to their policy or get you a separate policy.

  2. Depends on what state you're in. Some states only reqire that the car be insured. Then you're covered regardless. The most basic insurance is liability which only covers other vehicles or property damaged in an accident that was your fault.

  3. I could be wrong, but I dont even think you can get insured without a full license.
