If you are taking a loan you will get it. If you are paying cash it is your option. It is a rip off but like fire insurance if you need it you need it. I buy it, I don't like it but I buy it.

A very good idea. If there's a problem with the title or a lien they didn't find, then you don't end up loosing the money you put down.

Not sure but I would think many states require, or at the very least most lending institutions would require you have it.
