If this is to be used commercially? You will be required first to have a commercial drivers license. Such like a taxi driver would have. As for insurance if commercially used is very expensive but any insurance company can offer you a policy pretty much. The cost also depends on size and how many occupants this shuttle van can carry also. But giving them make and model of vehicle the insurance company will know what load the van can carry and the appropriate amount of coverage the insurance requires by law on a commerical transport vehicle.
Now if this is only for private use. Its pretty much the same as any other privately owned vehicle. About same costs I would be imagine as any van would have and again insurance companies can offer you quotes.

You should also take steps to limit the loss of personal assets. Put the entity that owns the van in one name and put your house's title in your spouse's name. Make it difficult for anybody suing you to get into your assets.
