Regardless of this being India or Istambul your uncle will find conflict in obtaining a policy when he is sick. Afterall, insurance intent is to protect against loss, not pay for a loss that has already happend or significantly increased.

  3. Private health insurance will be out of the question. No insurance company is going to insure someone with a known health condition. The theory of any insurance is to insure against uncertainty.

If you think about it, how long do you think an insurance company would remain solvent if it offered health insurance to individuals who already are ill?
