Try Alfa, if available in your area. You may pay a premium rate but they almost always provide insurance.

There's no doubt you will be able to find coverage through some insurer, but your rate will likely be very high.
If other insurers turn you down, there is probably a state run high risk pool, usually called an "Assigned Risk Bureau" or something similar depending on where you live.

Get him a bus pass. cheaper than insurance and keeps us all safe.
