I think that you can but you have to be bonded first. call State Farm or other Local insurance companys to find out about getting a bond first then proccede from there!!
I am almost certain they can't. They can't in my state and I'm pretty sure that is a federal compact issue.
In fact there is a move nationally to allow a sort of federalization of insurance agent licenses. One of the sticking points however, was that they were going to use fingerprints to guarantee identity and prevent felons from relocating to other states and doing it again.
A better option would be to get into an unlicensed arena like selling non-licensed insurance products like cell phone insurance, for example.
