Will car insurance always be expensive when I first purchase it?

Should I wait until I'm 25 to get my own insurance since it will be cheaper or is the price based off other factors? I'm currently 24 years old and never had insurance under my name.

Last night slept over my friends house and when i woke up this morning, I walked to my car and noticed someone broke my windshield and dented the trimming on the frame of the car. I had a police report done and now im wondereing what my next step would be. Its obvious its an act of juniville mischief.
i dont want to report it because i dont want my insurance to go up.
